Two approaches. Lossless rebuilds the file structure and changes nothing you can see. The stronger levels re-render each page as an image at a lower resolution, which shrinks scans dramatically.
Worth knowing: Anything above "Lossless" flattens each page into an image: the text stops being selectable or searchable. For a text document, try Lossless first — for a scan, the stronger levels are where the real savings are.
